Todd P. Bishop   | President/CEO

As President and CEO, Todd P. Bishop oversees the development and implementation of Kaiser and Company's strategic and operating plans across all businesses including public finance and private client relationships. He has leadership responsibility for Kaiser and Company's key support areas including business process and control, operations, human resources, strategy, and finance.

Over the course of his career, through the public finance division of Kaiser and Company, Todd's responsibilities have included providing financial advisory services and bond financing to clients in local governments. Cities, counties, school districts, and special districts have called on him to structure, market, and refund debt for financing capital improvements.

In addition to providing investment banking services to Wyoming local governments, he manages investment portfolios for individuals and entities seeking cash and investment management services.

Todd earned his Bachelor of Science degree in finance at the University of Wyoming in 1989. He is a long time resident of Laramie County and the State of Wyoming. He is also a principle of Kaiser and Company's investment services division.

Todd is also involved in numerous youth, civic, and private activities including serving as a Board Member of the Laramie County Community College Foundation and as a former Board Member of the YMCA.

Daniel G. Baxter   | Investment Banking

Dan oversees all public finance activities of the firm including all of the firm's municipal finance and bond underwriting activities.

Since joining Kaiser and Company in 1978, Dan has been involved in all phases of Wyoming public finance. He has served as financial advisor or managing bond underwriter on over 200 Wyoming tax-exempt bond and lease transactions during his 30 year tenure in the business. He has an excellent working relationship with bond rating analysts at Moody's Investor Service and at Standard & Poor's Corporation in New York City and has secured municipal bond insurance commitments for dozens of Wyoming credits.

Dan has extensive experience in public school and community college finance and in structuring and implementing successful 1% specific purpose sales tax elections and financing's. He also has completed many financing's for Wyoming hospitals, nursing homes, and housing projects throughout the State of Wyoming, some that include the syndication and sale of tax credits on multi-family housing projects.

Dan gained his Bachelor of Science degree at the University of Wyoming in 1978. He is a 30 year resident of Laramie County and the State of Wyoming, and is married with two children. Dan is active as a volunteer in his community serving on the Board of his church and for two non-profit organizations dedicated to providing affordable housing to Wyoming residents.

Hal Richardson has been a licensed financial advisor since 1981. His experience includes associations with several Wall Street wire houses, a regional firm, and as an independent broker/dealer. He is a principle in Kaiser and Company. His area of expertise is financial planning. This includes individual portfolio management, and retirement planning. Richardson holds a Bachelor of Science degree from the University of Utah, and a Master of Arts degree from Adams State College.
